This is a romantic hymn to the country of Israel. Morrissey explained to the London Sunday Times why he wrote the song:

"I have made many trips there and I was given the keys to Tel Aviv by the mayor. Everybody was so very nice to me and I'm aware that there's a constant backlash against the country that I could never quite understand. I feel people are judging the country by its government, which you shouldn't do. You can't blame the people for the rulership. Israel is beautiful."
Morrissey is a cult star in Israel of huge proportions. In 2012 he was made a Freeman of the city of Tel Aviv.

The Israeli-Arab minority enjoys full equal rights and are an integral part of the "buoyant culture", from Supreme Court justices to Hebrew-language TV anchors and reporters, national football team players and music stars. This leaves the Israeli West Bank semi-occupation of the Palestinians and the continuous settlement expansion there which are BAD things but hardly qualify as being related in any way to "Israel's buoyant culture", while the people doing them are in no way approving of or connected to.
