The entire beat was original, the entire lyrics are original. He even goes into detail on where lyrics came from. He was trying to picture himself in the coolest club ever, with lesbian, gay, and hot people everywhere, all the coolest kids, and he wanted to say the most audacious thing he could think of. Something so over the top that it would get people saying it just out of humor. and came up with "I'm brining sexy back.". It is 100% Justine... and if you ever saw him riff off other musicians, seen him do that with Black Eyed Peas, they didn't even plan a gig together, but Justine wanted to meet and hang them so flew down that day and just showed up on stage and they just jammed and make up dances and music four hours, and Justine can just make music at will on the fly that it is amazing, Never seen anything like it before from any set of musicians. So, to say Justine rips his stuff off is just ignorant...
