Rick (Rubin producer) told Brad (Delson, guitar) that he should use an Ebow (guitar effect) on a different song. When he went in to work on that, he got frustrated and came up with the opening for this."

I personally do belive that he's talking about the Bush administration, though as apparent in the lyrics, and in general M2M was a more politically-based album. Also to expand on the EBow songfact, it's not really an "effect" so much as a device. It uses an elctromagnetic field that when touching the strings gives the notes a sustained effect.
