I know because I watched the speech and even as an H.W. supporter I realized how silly that line sounded. The economy was a wreck at the time and I guess the idea was to portray him as a "man in charge", something he wasn't always seen as. Anyway, I don't know what speech it was from, only that I remember watching it.
